Senior Program Officer


The Senior Program Officer has primary responsibility for the design and direction of multiple simultaneous program projects to advance innovation in UMR development programs worldwide. Work within existing network of relationships with a wide range of stakeholders, to achieve UMR mission. This position will help lead the overall programmatic strategies for UMR and be an effective spokesperson to both internal and external audiences to advance the work.

Job Duties:

  • Direct, create and lead major projects which may have duration longer than one year, including:
    • Design project vision and goals based on research and broader UMR mission
    • Develop detailed project plans, milestones, budgets, and staffing
    • Provide overall project management to achieve the project objectives
    • Manage work of partners, consultants, and staff in connection with the project
    • Responsible for budget preparation and expense management for the project
    • Write reports, grant proposals, and presentation materials for both internal and external audiences
    • Strong experience with Government and inter-government institutions related grants proposal writing, such as FEMA, USAID and UN.
    • Serve as primary contact for programs offices and funded partners in the field offices
  • As a member of the management team, participate in designing and executing a comprehensive strategy, including:
    • Conducting research on new initiatives
    • Developing project scope of work and budgets
    • Other duties as assigned
  • Maintain excellent relations and communications with partners and stakeholders
  • Coordinate with Communications, Fund Development, Business Development and other UMR staff to communicate project aims and results, write proposals, and other work necessary to advance the projects
  • Other duties as assigned

Qualifications and Experience:

  • Graduate degree in Education or Public Policy preferred
  • Bachelor’s degree (BA/BS) in Education, International Development related or International Relations is required
  • 5+ years of experience in related field
  • 5+ years’ experience writing proposals for, and implementing, U.S. government funded projects
  • Established network of contacts in development community
  • Experience managing grants and contracts in development and/or relief, including developing project scopes, budgets and schedules, and coordinating work of consultants or subcontractors
  • Demonstrated experience leading multiple project teams
  • Excellent written and oral communications
  • Strong organizational and interpersonal skills
  • Ability to organize and set clear expectations for tasks and deliverables
  • Ability to work effectively under pressure and to handle a heavy, diverse workload
  • Strong analytical and problem-solving skills
