About the Position
The Emergency Response Coordinator will manage UMR’s disaster response effort in conjunction with UMR staff. S/he will work to leverage partner capabilities to maximize resources in disaster preparedness and response. S/he will provide community wide education and ensure UMR is poised to be an active member in nationwide disaster response efforts. The Emergency Response Coordinator will support UMR through disaster mitigation, preparedness, response, and recovery programs.


  • Collaborate with UMR team members, volunteers, governments, and other stakeholders to enhance emergency preparedness capabilities
  • Develop a communications strategy in reference to public emergencies for distribution among health care providers, government officials, law enforcement agencies, and other relevant organizations
  • Support the implementation and training for Incident Command Systems (ICS)
  • Lead the development of community coalitions in: Emergency planning, area-specific threats, and formulating community response plans
  • Participate in local preparedness exercises in conjunction with UMR staff and stakeholders
  • Represent UMR at emergency management coalitions
  • Maintain relationships with prominent organizations leading disaster preparedness efforts including but not limited to: VOAD, Red Cross/Red Crescent, FEMA, and DHS
  • Compile a database of local downstream contact lists, calling trees, and a roster of partner agencies with relevant contacts at each organization
  • Recommend and implement ‘best practices’ for emergency response that incorporates technology and UMR strategic needs
  • Coordinate various and urgent response plans across organizational lines
  • Seek opportunities to optimize and improve knowledge of UMR staff in regards to disaster mitigation
  • Represent UMR mission with poise and professionalism
  • Identify and interface with communities who have historically not engaged with disaster response and mitigation


  • Bachelor’s Degree in relevant field (e.g Public Health, Business/Public Administration)
  • Strong telephone, organizational, oral, and written communication skills
  • Ability to work under considerable pressure during emergency situations
  • Thoroughness and careful attention to detail
  • Ability to work cooperatively and courteously with others


  • Minimum 2 years of experience planning and implementing of emergency management programs and response strategies
  • Knowledge of local, state, and federal laws and regulations regarding emergency service, disaster response, recovery, and mitigation
  • Experience with CERT or similar program a plus
  • Completion of National Incident Management System (NIMS)/Incident Command System (ICS) training preferred
  • Experience working in highly regarded development institution in the non-profit sector
